ВВЕДЕНИЕ

Постановка проблемы исследования

Научные и инженерные кадры высшей квалификации являются ключевыми акторами инновационного преобразования страны. Изучение мотивов их карьерного выбора и условий профессиональной реализации особенно актуально в связи с курсом России на научно-технологический прорыв и переход к цифровой экономике, которые не осуществимы без соответствующего кадрового обеспечения.

Развитие сферы исследований и разработок невозможно без научно-технических кадров, обладающих необходимым уровнем образования и компетенций, и без создания благоприятных условий для трудовой деятельности и дальнейшего профессионального развития таких специалистов. Усиление кадрового потенциала науки и технологий, привлечение в эту сферу молодых талантливых исследователей и развитие профессиональных навыков уже работающих специалистов являются ключевыми задачами ряда национальных проектов. В рамках национального проекта «Наука»1 (и единого национального проекта «Наука и университеты»2) сформулированы задачи повышения привлекательности научной карьеры, формирования системы профессионального роста научных кадров и поддержки перспективных исследователей (с акцентом на молодых ученых). Одной из задач национальной программы «Цифровая экономика Российской Федерации» является создание международных научно-методических центров, деятельность которых будет направлена на обеспечение профессионального роста продвинутых кадров в областях математики, информатики, технологий3. Вовлеченность профессорско-преподавательского состава вузов в исследования и разработки, а также постоянное профессиональное развитие научно-педагогических работников заявлены в качестве важных условий деятельности вузов в рамках национального проекта «Образование»4.

данных об этой группе специалистов определяется серьёзными кадровыми проблемами на национальном уровне. В России сохраняется многолетняя тенденция снижения численности персонала, занятого исследованиями и разработками: в 2019 г. - на 3,6% по сравнению с 2017 годом и на 7,3% - по сравнению с 2010 годом. Несмотря на реализацию за последние годы целого комплекса мер государственной поддержки научной молодежи, продолжается сокращение численности молодых исследователей в возрасте до 29 лет (на 3,5% в 2019 году по сравнению с 2018-м)5. Снижается численность аспирантов и эффективность работы аспирантуры: в 2019 г. удельный вес защитивших кандидатскую диссертацию в период подготовки составил лишь 10,5% (для сравнения, в 2010 г. — 28,4%, в 2018 г. — 12,4%) в общем выпуске аспирантов6. Помимо проблем с научными кадрами, для всего российского рынка труда остаётся актуальным дефицит высококвалифицированных инженерных специалистов7. Представители большинства организаций, осуществляющих исследования и разработки по приоритетным областям научно-технологического развития, сталкиваются с трудностями при поиске не только исследовательского, но и инженерного персонала, и вынуждены организовывать дополнительное образование сотрудников8. Очевидно наличие социальных проблем с кадровым обеспечением сферы науки и технологий, необходимость внимания к вопросам востребованности и престижа занятости в этой сфере.

При этом в широком общественном сознании и в научно-технической политике господствуют экономические представления о методах стимулирования интеллектуального труда, а предпринимаемые меры часто основаны на фрагментарных статистических данных и не учитывают специфическую мотивацию научно-технических кадров9. Результативность мер научно-технической политики в настоящий момент оценивается по отдельным количественным переменным (материальные показатели, численность определенных

категорий кадров, публикационная активность), но упускает тот факт, что успешность карьеры и эффективность профессиональной деятельности определяются сложным комплексом не только объективных, но и субъективных показателей. Актуальность данного исследования определяется недостаточной проработкой проблемы с социологической точки зрения. Внимание отечественных авторов часто направлено на материальные показатели организации труда научно-технических кадров в ущерб субъективным факторам, таким как самооценка, восприятие успешности, представления о востребованности имеющихся способностей и навыков.

Проведенное исследование нацелено на углубление и детализацию социологического знания о факторах привлекательности профессиональной деятельности в сфере науки и технологий и развитие идеи возобновляемого и дополняемого научно-технического образования. При этом анализ как объективных, так и субъективных показателей реализован на материалах масштабных репрезентативных опросов научно-технических кадров, позволяющих распространить полученные результаты на уровень страны в целом. Дизайн исследования изначально предполагал, что анализ эмпирических данных о кадрах в сфере науки и технологий может служить основанием для выработки рекомендаций в области научно-технической политики, поскольку рассматривает вопросы уровня знаний и навыков специалистов, их соответствия требованиям рынка труда и изменениям, диктуемым технологическими трансформациями, а также вопросы дальнейшего профессионального развития специалистов в рамках парадигмы «обучения в течение всей жизни», без которого карьерное развитие невозможно.

Использование в данном диссертационном исследовании в первую очередь количественных методов обосновано, с одной стороны, наличием лакун в текущей системе сбора статистических данных, когда на страновом уровне нельзя оценить многие из параметров профессиональной деятельности научных и инженерных кадров в академическом и неакадемическом секторах рынка труда10, и, с другой стороны, очевидной актуальностью таких данных и необходимостью получения оценок, которые представляют ситуацию в России в целом. Социологическая информация о занятости и карьере научно-технических кадров имеет большое значение не только для органов государственной власти, которые принимают решение о финансировании продолжительного обучения этой

социальной группы и поддержке их интеграции в инновационную систему, но и для работодателей, которые заинтересованы в определенных компетенциях специалистов, а также для самих индивидов, которые принимают решение о том, получать ли им ученую степень, какую карьеру строить, связывать ли свою жизнь с наукой или нет.

Соответствие объективных характеристик занятости и требований на рабочем месте субъективным ценностям и целям в значительной мере определяют то, насколько специалист будет оценивать свою трудовую деятельность как значимую и успешную. В числе основных исследовательских вопросов диссертационного исследования - вопросы о соотношении различных мотивов профессионального выбора, о том, как в процессе реализации карьеры связаны субъективные и объективные факторы успешности и как установка на обновление компетенций (в том числе в рамках системы дополнительного профессионального образования) становится фактором реализации успешной карьеры научно-технических кадров. Данные исследовательские вопросы рассмотрены в трёх статьях, представляющих результаты диссертационного исследования по ключевым аспектам выбора и реализации карьеры научно-технических кадров: (1) ценности и мотивы труда, (2) уровень профессиональных компетенций и установка на их обновление, (3) субъективная оценка степени соответствия текущей работы представлениям об успешной карьере.

Степень разработанности проблемы исследования

Изучение работников интеллектуального труда и профессий, связанных с инновациями и производством нового знания, имеет глубокую традицию в общественных науках. Так, М. Вебер рассуждал о роли «призвания» в науке11, Т. Парсонс рассматривал тему институционализации процесса научного поиска внутри социальной системы12, П. Друкер подчёркивал важность субъективного восприятия «интеллектуальными работниками» (knowledge workers) своей работы как значимой и имеющей смысл13.

В настоящий момент значимая часть исследований научной карьеры посвящена мобильности ученых и её влиянию на результативность и карьерные перспективы14. На

международном уровне благодаря проведению масштабных анкетных опросов был получен спектр сопоставимых по различным странам данных об условиях построения карьеры обладателями ученой степени15. При этом ряд национальных исследований подчёркивают важность изучения как глобальных трендов организации научного труда, так и институциональных и культурных особенностей конкретной страны16. Следует отметить, что многие исследования научной карьеры ограничены рамками библиометрии17.

Ключевое для данного исследования понятие карьеры органично объединяет в себе институциональный и индивидуальный аспекты и в силу этого является одним из важнейших социологических объектов. В современной социологической науке понятие карьеры включает множество планов развития, наличие возможности выбора и перемещений между разными позициями, которые не обязательно представляются в виде иерархической лестницы (в данном контексте особенно важно понятие «неограниченной карьеры», введенное де Филиппи и Артуром18).

Значительная часть актуальных исследований научно-технических кадров посвящена вопросам карьерного выбора выпускников (в том числе PhD-программ) и их распределения между различными сегментами рынка труда. Научно-технические кадры высшей квалификации могут быть заняты как в академическом секторе (в научных и образовательных организациях; в таком случае можно говорить об академической карьере), так и в организациях неакадемического сектора (в том числе в организациях промышленности и сферы услуг: в научно-производственных объединениях, конструкторских бюро, в инженерных организациях, медицинских центрах и т.д.). Во втором случае речь идёт о построении неакадемической карьеры (в англоязычной литературе распространён термин «alternative career» - «альтернативная» карьера в противовес «традиционной» академической), и этот карьерный путь становится всё более актуальным и востребованным. Более того, с распространением информационных технологий, множественной занятости и гибких форм организации труда всё больше

научно-технических кадров заняты в обоих секторах рынка труда одновременно, и карьерные траектории становятся всё более размытыми19.

Тема «альтернативной» карьеры научно-технических кадров оставляет пространство для дальнейших исследований, поскольку имеющиеся результаты свидетельствуют о противоречивых тенденциях. С одной стороны, отмечается «сближение» академического и неакадемического секторов рынка труда20, усиление мобильности специалистов между разными секторами экономики, а также научными и ненаучными организациями21. С другой стороны, выбор исследовательской карьеры вне образования и науки частью университетских преподавателей и финансирующих организаций до сих пор воспринимается неоднозначно и считается скорее неудачей22. В России на страновом уровне собирается очень малое количество данных о специалистах, занятых исследовательской деятельностью вне НИИ и вузов, что в условиях растущего во всем мире спроса на исследовательские компетенции в неакадемическом секторе рынка труда является серьезным ограничением и определяет актуальность получения данных о научных и инженерных кадрах, включенных в исследования и разработки в организациях промышленности и сферы услуг.

Строить как академическую, так и неакадемическую карьеру, занимать научные или инженерные должности могут как индивиды с ученой степенью, так и без неё23, однако получение ученой степени играет важнейшую роль для карьерного продвижения в обоих секторах рынка труда. Кроме того, независимо от типа организации и текущего уровня формальной квалификации специалиста, особенности функционирования сферы исследований и разработок создают институциональное давление на сотрудников, диктуя необходимость постоянного профессионального развития и получения дополнительных компетенций.

Все более актуальной становится тема дополнительного образования уже работающих специалистов и парадигма «обучения в течение всей жизни» (lifelong learning) как важного условия профессионального и карьерного развития24. При этом значительная часть российских ученых и инженеров не участвуют в дополнительном образовании и не мотивированы на его получение25. Таким образом, необходимо более чёткое и обоснованное эмпирическими данными понимание того, какая мотивация к получению непрерывного образования сформировалась у самих специалистов и их работодателей, в какой мере участие в повышении квалификации становится частью карьерного плана, какие дополнительные меры нужны для установления более тесной связи дополнительного образования с карьерным продвижением.

В настоящее время профессиональный выбор научно-технических специалистов высшей квалификации становится гораздо сложнее, чем просто выбор между академической и неакадемической карьерой: проведение исследований и участие во внедрении инновационных решений возможно в обоих секторах рынка труда. Согласно актуальным исследованиям, студенты PhD-программ за рубежом одинаково высоко оценивают позиции в престижных университетах и в ведущих исследовательских компаниях из неакадемического сектора рынка труда26. Карьера реализуется в среде, где пересекаются множества иерархий (по типам организаций, должностям, дисциплинам и тематическим областям и т.д.). Всё это указывает на неоднозначность определения успешной карьеры и большую роль субъективного фактора и диктует необходимость объединения различных концептуальных рамок для изучения научно-технической карьеры и оценки показателей её успешности.

Плодотворность совмещения различных рамок подтверждается также и в сфере изучения мотивации. Несмотря на обилие исследований, посвященных трудовой мотивации в целом и её конкретным проявления в различных профессиональных средах, общепринятого подхода к их теоретическому описанию до сих не сложилось, хотя усилия

психологов и социологов по интеграции имеющихся концепций продолжаются27. Современные подходы в изучении мотивации работников предполагают применение комплексных моделей, движение в сторону усложнения и сближения исходных концепций,

которые уже нельзя однозначно квалифицировать как принадлежащие к теориям содержания или процесса, к эмоциональным либо когнитивным теориям28. Общей тенденцией является переход от изучения отдельных элементов мотивации работников к созданию универсальных теорий, объединяющих внутренние и внешние факторы с изменчивостью мотивации во времени29, тем более что деление на внешние и внутренние мотивы деятельности во многом является условным, поскольку они могут переходить друг в друга.

Мотивация научно-технических кадров как особой профессиональной группы по-прежнему остается малоизученной темой. В литературе существует консенсус о том, что у продуктивных ученых и инженеров внутренняя личностная мотивация преобладает над внешней, однако, как и многие другие профессионалы, они работают в том числе ради престижа, признания и материальных вознаграждений, а их действия определяются широким кругом мотивов, находящихся между собой в сложном и нелинейном взаимодействии30. Перспективной темой исследований остаётся уточнение роли отдельных мотивов и мотивационных паттернов на различных этапах карьеры научных и инженерных кадров. При этом важным исследовательским вопросом является динамика и устойчивость мотивации, изменение относительного значения отдельных мотивов в различных социально-экономических условиях и на разных отрезках профессионального пути

специалистов31.

Мотивы научно-технических кадров являются производными от тех социальных отношений, в которые они включены в ходе профессиональной деятельности. В рамках проведенного диссертационного исследования предполагалось, что мотивы профессионального выбора и их устойчивость отражают, согласно концепции А. Н. Леонтьева, потребности индивида в получении «материального или идеального, чувственно воспринимаемого или данного только в представлении» предмета32. Мотивы

можно разделить на материальные, социальные и личностные33. Как правило, индивидом в момент выбора карьеры движут не отдельные мотивы или группы мотивов, но их сочетания или комплексы, в соответствии с этим, в диссертационном исследовании проведена идентификация мотивационных паттернов, присущих научно-техническим кадрам. Выделить эти мотивационные паттерны можно, опираясь на субъективные оценки индивидами причин своего профессионального выбора, потребностей, удовлетворения которых они ожидают от своей работы, на субъективно воспринимаемую значимость отдельных аспектов трудовой деятельности и предоставляемых ею возможностей.

Предмет и объект исследования

Предмет исследования: мотивация выбора и продолжения карьеры, ориентация на профессиональное развитие, объективные и субъективные факторы успешности карьеры научно-технических кадров.

Объект исследования: российские научно-технические кадры высшей квалификации, занятые в организациях, осуществляющих исследования и разработки, как в академическом, так и в неакадемическом секторах рынка труда.

Под кадрами высшей квалификации подразумеваются индивиды, имеющие как минимум высшее профессиональное образование (уровни ISCED 6-8 по классификации UNESCO). Среди них в отдельную группу выделяются обладатели ученой степени (кандидата или доктора наук). В международной практике статистического учёта к научно-техническим кадрам относятся как представители естественных наук, те, чья деятельность связана с техникой, технологиями, медициной, сельскохозяйственными науками, так и представители социальных и гуманитарных наук34. Отдельной подкатегорией в рамках данной широкой группы кадров являются научные работники и инженеры (по методике Евростата группа «scientists and engineers» выделяется в самостоятельную категорию среди научно-технических кадров35). Помимо этого, в обоих секторах рынка труда в отдельную группу выделяются исследователи (researchers), которые могут как иметь, так и не иметь ученую степень.

Для успешного участия в непрерывном образовании необходимы не только когнитивные способности, но и личная заинтересованность, осознание важности получения новых компетенций. На данных специализированного выборочного опроса (880 человек) была проанализирована заинтересованность молодых российских инженеров (до 40 лет) в получении дополнительного профессионального образования, востребованность различных форматов повышения квалификации, наиболее распространённые образовательные стратегии. Данные об участии сотрудников в непрерывном образовании дополнены сведениями о позиции работодателей (90 организаций в сфере робототехники). Большинство молодых инженеров ощущают некоторую нехватку знаний и потребность в дополнительном обучении. Мнение работодателей подтверждает наличие расхождений между имеющимися и требуемыми компетенциями инженеров и высокую важность мероприятий по получению дополнительных знаний и навыков. Однако установка на «обучение в течение всей жизни» в настоящий момент присутствует не у всех российских инженеров: треть из них (32,7 %) за последние три года не получали дополнительного образования. Форматы обучения, направленные на получение управленческих навыков, а также стажировки в настоящий момент не получили широкого распространения. Те инженеры, которые уже почувствовали нехватку знаний и сознательно участвуют в повышении квалификации, стремятся не только «добирать» профессиональные знания и навыки по имеющейся специальности, но и улучшать свои цифровые и языковые компетенции. Получение ученой степени как инструмент карьерного продвижения рассматривал для себя каждый пятый (21,7 %) молодой инженер, причём интерес к получению степени падает с возрастом.

Введение

Концепция «обучения в течение всей жизни» (lifelong learning) получает все более широкое распространение на современном рынке труда. Непрерывное профессиональное развитие, формальное и неформальное обучение становятся не просто желательным, а необходимым условием успешной инженерной карьеры |1-3]. Получает распространение «динамическая модель компетенций», сочетающая стабильную базовую часть (фундаментальные знания и навыки) и часть, изменяющуюся в соответствии с тенденциями технологического и социально-экономического развития |4]. При сохранении важности базовой подготовки и знаний, полученных в высшем учебном заведении, в дополнение к полученным академическим знаниям усиливается роль дополнительного профессионального образования в развитии прикладных, более

практических компетенций [5]. Для специалистов в области естественных и технических наук приобретают актуальность знания из других дисциплин: гуманитарных и социально-экономических наук, менеджмента [6, 7]. Инженеры встают перед необходимостью постоянно улучшать свои знания и навыки, гибко подстраиваться под технологические изменения и общественные процессы. При этом новые технологии меняют не только требования к инженерным знаниям, но и определяют новые форматы их получения: в цифровую эпоху всё большее распространение получают новые методики обучения с применением информационных технологий [8-1 0].

Для успешного участия в непрерывном образовании необходимы не только когнитивные способности и высокая обучаемость, но и готовность к участию в дополнительном образовании, осознание его важности,

способность самостоятельно формировать свою образовательную траекторию, навыки тайм-менеджмента [11-13]. Приобретение новых знаний успешно только при высоком уровне мотивации: и работодатели, и сами работники должны осознавать необходимость и важность постоянного повышения квалификации. Необходимо учитывать готовность специалистов к переобучению, выражающуюся в намерении инвестировать свободное время и даже собственные средства в повышение квалификации.

В ряде случаев получение дополнительного образования может быть обусловлено внешним принуждением или связано с неудовлетворенностью качеством вузовской подготовки, несоответствием полученных знаний актуальному уровню инженерных задач. Несмотря на то, что инженерные специальности стабильно называются в числе востребованных профессий с высоким потенциалом роста, в реальности далеко не все выпускники инженерных специальностей могут найти работу по профилю.

Действующая система профессионального образования и подготовки кадров часто бывает неэффективной и недостаточно учитывает тенденции спроса на конкретные компетенции работников. Уже сейчас в национальных отчётах многих стран можно встретить информацию о растущем несоответствии численности выпускаемых специалистов и уровня их образования потребностям рынка труда [14]. Так, Ассоциация по продвижению автоматизации (Association for Advancing Automation) в своём докладе со ссылкой на аналитику Deloitte сообщает, что до 80 % работодателей на промышленных предприятиях США испытывают трудности с заполнением инженерных вакансий, требующих высокой квалификации [15|. При этом проблемой является не только количественная нехватка кадров, но и несоответствие имеющихся компетенций работников фактическим требованиям рынка труда.

Во всём мире для инженерных отраслей актуальной проблемой является так называемый «ski11 gap»: разрыв между ожиданиями работодателей и имеющимися на рынке труда компетенциями выпускников [16, 17]. Работодатели часто оценивают важность отдельных профессиональных компетенций не так, как это делают студенты и недавние выпускники

[18]. При этом традиционные учебные планы часто отражают то, что кажется нужным преподавателям, а не реальные потребности рынка труда [19]. В России обучение часто оказывается перегруженным теоретическими знаниями и оторвано от прикладных, практических навыков их применения [20, 21].

Однако спрос на непрерывное образование определяется не только несовершенством имеющейся системы подготовки инженерных кадров. Он может быть связан с осознанием быстрого обновления и смены технологий, необходимостью постоянно быть в курсе новых тенденций в своей отрасли [22]. Постоянные технологические инновации ведут к быстрому устареванию любого полученного профессионального образования, даже самого хорошего [23]. Растет спрос на инженеров, быстро реагирующих на изменения и легко адаптирующихся к новым условиям, обладающих гибкостью мышления и высокой обучаемостью, способных обеспечить устойчивое развитие организации в условиях неопределенности [24, 25].

Для анализа состояния и проблем непрерывного образования инженерных кадров в России были использованы данные Мониторинга рынка труда кадров высшей квалификации, который проводится специалистами Института статистических исследований и экономики знаний НИУ ВШЭ (2010-2019)'. Мониторинг имеет целью выявить основные тенденции и особенности занятости научно-технических кадров, паттерны их поведения, участия в инновационной деятельности. В частности, анализировалось положение молодых инженеров (до 40 лет), их мотивов и ценностей, профессиональных ожиданий, особенностей построения карьеры. Так, собранные в ходе анкетного опроса в 201 5 г. данные позволили проанализировать заинтересованность молодых инженеров в получении дополнительного профессионального образования, востребованность различных форм повышения квалификации, наиболее распространённые образовательные стратегии. Выборка молодых инженеров включает 880 человек, занятых в обрабатывающей промышленности (производственные предприятия, научно-исследовательские институты, инжиниринговые центры) и репрезентирующих все регионы России.

Данные об участии сотрудников в непрерывном образовании дополнены сведениями о позиции работодателей. Для иелей исследования была выбрана робототехника - современная, высокотехнологичная и динамично развивающаяся область, в которой существует потребность в инженерных кадрах высокой квалификации2. Здесь, в связи с высокими темпами развития, от сотрудников ожидается готовность постоянно улучшать свои знания и навыки в ответ на быстрое обновление технологий. Выборка составила 90 крупных организаций-работодателей, ведущих исследования и разработки в области робототехники (вузы, НИИ, НПО).

При современных темпах технологического развития помимо знаний и навыков, полученных во время обучения в вузе, для успешной профессиональной реализации молодым инженерам необходимо регулярно получать дополнительное образование или повышать квалификацию. На этапе профессиональной деятельности большинство опрошенных молодых инженеров чувствуют необходимость приобретения дополнительных компетенций: только 13,8 % отметили, что им полностью хватает имеющихся знаний.

Во многом это связано с недостаточно эффективной подготовкой кадров в рамках системы высшего профессионального образования. По субъективной оценке самих молодых инженеров, не все полученные ими знания оказались применимы в дальнейшей профессиональной деятельности: только каждый седьмой (13,3 %) инженер отметил, что нужными и полезными оказались не менее 90 % полученных во время обучения знаний. При этом каждый третий отметил, что доля применимых на практике знаний, полученных во время учебы, составила меньше половины. В среднем по выборке оценка доли полезных знаний и навыков составляет 59 %. В будущем значительной части молодых инженеров понадобится дополнительное образование, чтобы восполнить знания по уже имеющейся специальности, так как уровня, полученного в

вузе, может не хватать для успешной профессиональной деятельности.

Недостаточный уровень подготовки во время обучения является не единственным факторов, определяющим актуальность дополнительного образования. Сама специфика работы инженера подразумевает постоянное повышение квалификации и овладение новыми знаниями и навыками.

Важным подтверждением того, что инженеры считают повышение квалификации и дополнительное образование необходимыми, является их готовность инвестировать в обучение не только время, но и собственные деньги. На вопрос: «Вы когда-либо вкладывали собственные деньги, чтобы каким-то образом повысить квалификацию, получить дополнительное образование?» в целом по выборке 43,3 % ответили утвердительно. Сотрудники НИИ и КБ чаше вкладывали деньги в повышение квалификации, чем те их коллеги, которые в данный момент заняты на производственных предприятиях (45,1 % и 40,9 % положительных ответов соответственно). Существует положительная взаимосвязь между инвестициями в собственное образование и уровнем должности: те инженеры, которые в данный момент руководят другими сотрудниками, вкладывали собственные деньги в повышение квалификации чаше, чем рядовые инженеры (50,2 % и 40,7 % соответственно). Возможно две интерпретации, что в данном случае является причиной, а что - следствием: готовность инвестировать деньги в свою квалификацию позволила занять руководящую позицию или, наоборот, уже имеющееся руководящая должность требует постоянного повышения квалификации и даёт для этого больше возможностей (в том числе материальных).

При наличии заинтересованности в приобретении дополнительных компетенций каждый третий молодой инженер (32,7 %) за последние три года не получал дополнительного образования. Из тех же, кто прилагал усилия по получению новых знаний и навыков, большинство посещали тренинги и семинары по имеющейся или смежной специальности. Популярность различных форматов дополнительного образования представлена на рис. 1 (вопрос допускал любое число ответов, поэтому сумма превышает 100 %).

Относительно невысокой является активность молодых инженеров на специализированных Интернет-форумах: три четверти из них за последние три года не писали никаких материалов в профессиональные издания и не участвовали в обсуждении профессиональных вопросов в Интернете.

Самыми популярными формами профессиональной коммуникации, обмена знаниями и демонстрации достижений среди российских инженеров являются специализированные конференции и научно-технические выставки: в них хотя бы один раз за последние три гола принимали участие до 40 % сотрудников.

Стратегии получения дополнительного

образования молодыми инженерами

Среди опрошенных инженеров выделяются три категории: полностью довольные имеющимися у них знаниями (они чаше заняты на производственных предприятиях, чем в НИИ и КБ); ощущающие некоторую нехватку знаний (самая многочисленная группа, три четверти опрошенных инженеров); ошушаюшие острую нехватку знаний (примерно каждый десятый российский инженер). Доли этих категорий в зависимости от места работы и наличия учёной степени представлены на рис. 3.

Ощущение некоторой нехватки знаний может свидетельствовать не только о необхо-

димости доучиваться после неэффективного образования в вузе, но и о том, что инженеры осознают, что живут в эпоху быстрой смены технологий и понимают важность приобретения дополнительных навыков в течение всей профессиональной карьеры. Именно среди тех, кто чувствует некоторую нехватку знаний, минимальна доля тех, кто за последние три года не проходил никакого дополнительного обучения (табл. 1).

Самыми активными в получении дополнительного образования являются те, кто чувствует некоторую (но не острую) нехватку знаний. Сотрудники, чувствующие острую нехватку знаний, наоборот, реже принимают участие в тренингах и семинарах по имеющейся или смежной специальности, а также в мероприятиях, направленных на получение управленческих знаний. Средний возраст тех, кто чувствует острую нехватку знаний, несколько ниже по сравнению с теми, кто ощущает некоторую нехватку знаний или не ошушает её вообще. Кроме того, среди них меньше сотрудников с руководящими функциями. Основными поводами для низкой профессиональной самооценки являются такие субъективные ощущения, как недостаток инженерного мастерства, практических навыков, а также теоретических знаний по специальности; отсутствие умения настоять на своем и доступно излагать свои мысли; неэффективное использование времени; не-

умение организовать и координировать коллективную работу.

Среди молодых инженеров существует когорта «остановившихся в развитии»: тех, кто полностью доволен имеющимся у них уровнем знаний, не получает никакого дополнительного образования и не участвует в обмене знаниями с коллегами из других организаций. Среди инженеров, отметивших, что им полностью хватает имеющихся у них знаний, высокая (45,9 %) доля тех, кто за последние три года не проходит никакого дополнительного обучения. Делиться своими знаниями и активно участвовать в жизни профессионального сообщества такие люди также не всегда готовы. Даже если предположить, что у части молодых инженеров уровень профессиональной квалификации настолько высок, что в настоящий момент в полной мере соответствует требованиям работодателей, то такой тип поведения может привести к непониманию того, что в будущем постоянное повышение квалификации критически необходимо для успешной профессиональной деятельности.

Получение ученой степени как форма

дополнительного образования

Из всех опрошенных молодых инженеров степенью кандидата наук обладают порядка 3 %. Среди не имевших учёной степени о её получении в ближайшие 1 0 лет задумывался

только каждый пятый (21,7 %). Желание получить ученую степень сильно зависит от социально-демографических характеристик инженера и особенностей его текущей занятости. Из тех инженеров, кто в 2015 году не имел ученой степени, о её получении к 2025 году задумывались:

• 27,6 % сотрудников НИИ и КБ и только 14,7 % инженеров, работающих на производственных предприятиях;

• 25,7 % инженеров-мужчин и только 1 5,0 % инженеров-женщин;

• 28,3 % инженеров до 29 лет и только 14,7 % инженеров 30-40 лет;

• 19,4 % имеющих руководящие функции, и 22,7 % сотрудников без руководящих функций.

Сотрудники НИИ и КБ, в данный момент не имеющие учёной степени, почти в два раза чаше задумываются о её получении, чем инженеры-« производственники». Мужчины чаше заинтересованы в получении степени кандидата наук, чем женщины: среди мужчин каждый четвёртый задумывался о том, чтобы в течение 10 ближайших лет стать кандидатом наук, то среди женшин-инженеров - только каждая шестая.

Спрос на получение учёной степени падает с возрастом. Если человек планирует стать кандидатом наук, то он чаше стремиться сделать это в возрасте до 29 лет, чем уже в 30-40 лет.

Если инженер к 30 годам не стал кандидатом наук, то, скорее всего, в будущем он им тоже не станет. Менее чем каждый шестой инженер 30-40 лет задумывался о получении учёной степени в ближайшие 10 лет, в то время как среди сотрудников до 29 лет - каждый четвёртый.

Среди инженеров, занимающих руководящие должности, доля кандидатов наук выше по сравнению с рядовыми сотрудниками. Однако если инженер стал руководителем, не обладая учёной степенью, то в дальнейшем он проявляет заинтересованность в её получении даже несколько меньше, чем рядовые

аспиранты, но даже среди специалистов и магистров есть те, кто на текущем месте не в полной мере может реализовать свой профессиональный потенциал. Таким образом, помимо базовой проблемы несоответствия вузовской подготовки требованиям будущей работы имеет место проблема не всегда рационального заполнения рабочих мест. Относительно компетентные молодые специалисты в ряде случаев попадают на позиции, где их навыки и умения не востребованы, в то время как другие вакансии заняты людьми, в меньшей мере соответствующими требованиями рабочего места.

Только в половине случаев наблюдается полное соответствие квалификации молодых сотрудников их обязанностям на рабочем месте. Однако важно, что это несоответствие не критическое: уровень многих молодых сотрудников несколько ниже требуемого, однако принципиальное несоответствие и значительные расхождения - всё же явление относительно редкое (8,5 % специалистов и магистров и менее 2 % инженеров-выпускников аспирантуры). V молодых сотрудников есть перспектива в дальнейшем сократить имеющийся разрыв между имеющимся и требуемым уровнем компетенций с помощью дополнительного образования.

При оценке сотрудников-инженеров для работодателей наиболее важны три аспекта в комплексе: базовые знания, навыки решения практических задач и готовность повышать квалификацию уже в процессе работы. Сами работодатели ожидают от своих сотрудников таких качеств, как обучаемость, желание постоянно улучшать уровень своих знаний и навыков. Представители организаций осознают важность дополнительного образования и нередко сами способствуют повышению уровня своих работников. Представители каждой четвёртой (25,3 %) организации отметили, что на данный момент у них есть острая необходимость в дополнительном обучении своих инженеров, ещё 55,4 % считают, что такая необходимость возникнет в дальнейшем.

Заключение

Для инженерных кадров, от которых во многом зависят перспективы инновационного развития страны, не просто желательной,

а критически необходимой становится установка на участие в непрерывном образовании. Потребность обновления компетенций связана как с недостаточным уровнем подготовки, получаемой инженерами в вузах, так и с быстрым развитием технологий и социально-экономическими трансформациями, из-за которых узкоспециализированные профессиональные знания быстро устаревают, а всё более важными становятся междисциплинарные навыки, социально-личностные и управленческие компетенции. Среди будущих инженеров распространенной практикой является совмещение учебы в вузе с участием в различных тренингах, посещением курсов иностранного языка и компьютерные курсов по изучению отдельных программных продуктов.

Большинство молодых инженеров ощущают нехватку знаний и потребность получить дополнительное образование. Мнение работодателей подтверждает наличие расхождений между имеющимися и требуемыми компетенциями инженеров и высокую важность мероприятий по получению дополнительных знаний и навыков.

Установка на «обучение в течение всей жизни» в настоящий момент присутствует не у всех российских инженеров: треть из них (32,7 %) за последние три года не получали дополнительного образования. Инженеры, уже почувствовавшие нехватку знаний, сознательно участвуют в повышении квалификации и при этом стремятся не только «добирать» профессиональные знания и навыки по имеющейся специальности, но и улучшать свои цифровые и языковые компетенции. При этом формы дополнительного образования, направленные на получение управленческих навыков, а также формат стажировок в настоящий момент не получили широкого распространения. Важным результатом исследования стал тот факт, что самыми активными в получении дополнительного образования являются те, кто чувствует некоторую (но не острую) нехватку знаний. Однако при современных темпах научно-технологического развития даже тем инженерам, кто сейчас оценивает свой уровень квалификации как полностью достаточный и не заинтересован в получении дополнительных навыков, придётся поменять свою позицию.

Continuing professional development and participation In lifelong learning are not only Important, but necessary conditions of successful engineering career. The need for skill upgrade occurs due to the inadequate level of competence received by engineers during university studies, and due lo the rapid technological development and socio-economic transformations. Successful participation In continuing education requires not only cognitive abilities, but also self-Interest, awareness of the Importance of advanced training. The data of the specialized survey (n=880) were analyzed to investigate the level of Involvement of young Russian engineers (up to 40 years) in obtaining additional professional education, as well as the relevance of various formats of advanced training and the most common educational strategies. Data on engineers are supplemented with information about the perceptions of potential employers (90 organizations in the field of robotics). Most young engineers feel some skills shortage and the need for additional training. The employers' opinion confirms the existence of discrepancies between the existing and required level of engineering competencies and Ihe high importance of further training. However, the active participation in lifelong learning Is currently common not for all Russian engineers: a third of them (32.7 %) have not received additional education in the past three years. Additional training aimed at obtaining managerial skills, as well as the format of internships are currently not widespread. Those engineers who already feel the lack of professional knowledge and consciously participate in advanced training, strive not only to upgrade their field-specific competencies, but also to improve their digital and language skills. Obtaining a doctorate degree as a tool for career advancement was considered by every fifth (21.7 %) young engineer; the interest in obtaining a degree decreases with aging.

1. Introduction

Research career patterns are changing over time, reflecting tendencies in academic and non-academic national and global labor markets. The features of science and technology (S&T) systems change over time, and characteristics of the actors in these systems also change concomitantly (Santos and Horta, 2015). The low demand and the growing supply of PhD holders by academy, raise the question of the value of a scientific degree in the changing world of work. A traditional academic career as a goal of doing a PhD is becoming increasingly problematic. At the same time, a recent trend of an increasing demand for PhD holders from industry is noticeable, due to fast and radical technological changes. Many PhDs in the non-academic sector are engaged in research work, implementing projects related to research and development (R&D). The career of a researcher has become multi-faceted and has many indicators of its success.

The concept of "career", applied in academic literature, is constantly reviewed, acquiring new meanings and losing old ones. In the past, people believed they would always work for the same employer. Now they expect to change employers in the course of their career, getting as much as possible while they work for each of them. The accent is placed on "opportunities for self-realization", and "interesting

and diverse work". The "boundaryless career" concept originally suggested by DeFillippi and Arthur (DeFillippi and Arthur, 1994) deserves particular attention. According to the authors, a boundaryless career implies disruption of the static, clearly delineated system of "career ladders", and the emergence of a more open and transparent environment for people's professional development. Alternative career options do not imply a strict hierarchy or a clear understanding of where the career path may be leading.

Previously (Hughes, 1958; Glaser and Strauss, 1971) it was believed that career amounted to moving up the career ladder from a lower position (which did not provide much professional freedom or responsibility) towards higher ones, associated with broader responsibilities, more opportunities to make decisions, and manage other workers. These days the concept of career is not interpreted in terms of hierarchical structures only. The concept of career includes opportunities to make choices, multiple development plans, and moving on between various positions which are not necessarily seen in terms of a hierarchical ladder. E.g. not too long ago, doctorate holders' careers were mainly developed in the academic labor market - working in the R&D and education sectors. However, now they can pursue successful careers in non-academic domains too.

Ambiguous interpretations of the career concept create problems

with assessing career achievements. It may not be limited to an adequate remuneration or social recognition, or freedom to set one's own working hours (autonomous work), but also imply opportunities to change the content or place of work, take part in certain (breakthrough, large-scale) projects, meet particular needs or aspirations. Work provides the basis of the individual's identity, status, and access to social benefits. Work gives people goals, motives to compete, satisfaction -and, of course, material income. Hence, multiple criteria can be applied to measure career success.

PhD holders' career outside the academy is still considered an alternative. Many employers and policymakers continue to wonder why employees with advanced degrees are needed in industry or services, and whether this is a problem of over-qualification and a pure waste of money (Larson et al., 2014). But the simple conclusion that there are "too many PhDs" is disputable. According to Santos, Horta, and Heitor, (2016), who considered Portugal as a case of country developing their science, technology and higher education systems, there is a shortage of doctorate holders in many sectors of activity, and better monitoring of the changing nature of doctorate degrees is needed.

The article analyzes the approaches to the concept of a research career, as well as career patterns of doctorate holders. The purpose of this paper is to contribute for further development of the research career model, and to identify the main factors affecting academic or non-academic research career achievements. The study is based on the data obtained during a survey among Russian researchers carried out in 2016-2017. Being a part of the international project "Careers of Doctorate Holders" (CDH) (Auriol, 2010, 2012), the Russian dedicated panel survey aims at monitoring professional shifts and achievements of advanced degree holders.

The main research questions are:

- what factors affect successful career building in the academic and non-academic sector;

- what is the value of a PhD degree for a career outside the academy;

- how to assess the career achievements of the researcher given the variety of success factors;

- how are objective and subjective assessments of career success related?

2. Literature review

2.1. Traditional and alternative research careers

Most research career studies focus on analyzing the professional development paths of PhD holders. The authors are primarily interested in major labor market trends such as career choices of recent PhDs, barriers they encounter during and after their doctorate studies, and their distribution between various labor market segments. Secondly, such studies typically describe factors affecting the choice of a research career, e.g. publication activities during doctorate studies, or students' social capital. Thirdly, researchers analyze doctorate holders' career types and competences.

According to the approach suggested by Kaulisch and Enders (2005), three major aspects are important for understanding certain traditional features of academic careers: (1) academic careers' institutional embeddedness into the overall science system and their academic discipline, (2) national settings and cultural contexts, (3) apparent global trends towards marketization and managerialism on academic careers.

Despite the growing attention to the research career in the non-academic sector (industry, financial sector, knowledge intensive services organizations, etc.), a career outside the academy remains for many PhD holders the "second choice" and is considered as an "alternative". The trends that can be observed are quite contradictory.

On the one hand, an implicit assumption that the doctorate is preparation for an academic career often remains within universities

(Neumann and Tan, 2011). Newest study done by Zimmermann (2018), examining biomedical PhD scientists in USA navigating career paths, reports that the stigma of non-academic careers is still noticeable and some trainees who went into their intended careers outside of academia were viewed as failures by faculty and funding programs. There also still exists a problem of career guidance, where supervisors do not provide proper career advice and guidance to PhD students and post-docs (Chen et al., 2015; Shibayama and Kobayashi, 2017). Many advisors do not discuss non-traditional career paths, and careers in industry are explicitly discouraged (Sauermann and Roach, 2012). Often the early-mid-PhDs wanting academic posts, imagined them in the abstract and have a rather naive understanding of academic work. Their minimal experience of academic work likely contributed to the fact that the kinds of posts they imagined were unlikely to be achievable (McAlpine and Turner, 2012).

On the other hand, distance between academic and non-academic work is diminishing (Musselin, 2007). The academic labor market ceases to be an "ivory tower" when working in industry virtually eliminates obtaining an academic position in the future (Dietz and Bozeman, 2005). Herrera and Nieto (2015) note that doctorate holders are employed by firms not only for their ability to generate and absorb scientific knowledge. During their PhD studies and early research careers, doctorates develop a social capital that can be used by industrial enterprises to detect technological opportunities and resources outside of the company, and to manage strategic alliances with other researchers.

A non-academic career for PhD holders is becoming more attractive and common. For example, a survey of major US universities revealed that 50% of students specializing in life sciences and physics, saw a research career at university as an attractive prospect (Sauermann and Roach, 2012). Increasingly more doctorate holders specializing in chemistry, life sciences, or physics, opt for non-academic career choices. In Australia, more than half of doctoral graduates gain employment outside university settings, a proportion which has been increasing steadily since the early 1990s (Neumann et al., 2008). Germany belongs to those countries where the PhD has a relatively high value on the overall labor market for the highly qualified. Most indicators of career success, like access to high-level career positions and level of income, transition to employment and unemployment rates, job satisfaction and career satisfaction, indicate that PhD graduates have a significant career advantage. The overwhelming majority of German PhD graduates do not perceive their employment outside the research sector as a "career accident", but as a well-respected job with a reasonable return-on-investment (Enders, 2005).

Contia and Visentin (2015) note that doctorate holders' choice in favor of a particular future career, is much more complex than the choice between academic or non-academic employment. The authors conclude that PhD students value positions at prestigious universities and prominent research organizations equally high, and prefer these two career options to everything else, i.e. non-prestigious universities, companies which do not conduct research, start-ups, or administrative positions.

Within an academic career, it is important to distinguish between research and teaching. PhD students in the USA, as pointed out by Fox and Stephan (2001), report their preferences for academic or non-academic research careers over teaching. Educational work is rarely rewarded, meanwhile publications and mobility are considered to be the key instruments to prevail in harsh competition for senior positions in academia (Miiller, 2014). Much attention is paid to the tenure phenomenon, where "tenure lens" can be applied as one of the main measures of career success (Aanerud et al., 2007; Enders, 2015). In the USA, tenure is a system that largely determines the success of a PhD s career (Bozeman and Gaughan, 2011).

The desire to build an academic career is already evident in the early stages of academic life. Graduate students' publishing as an indicator of pre-doctoral research activity and future scholarly success

(Pinheiro et al., 2014). While writing a thesis, students who identify themselves as wanting an academic career, are more concerned what intellectual contribution they will make with their work, and networking is extremely important for them to position oneself within a community of future colleagues (McAlpine and Lucas, 2011). A "taste for science", and doctorate holders' personal preferences were analyzed in the study by Roach and Sauermann (2010). The authors pointed out that students who showed independence, a desire to publish as much as possible, and an interest in basic research, tended to opt for a career in science, while those who were interested primarily in material aspects (salary, access to resources), were more likely to choose a career in the entrepreneurial sector.

On the basis of data collected in the scope of the OECD project "Careers of Doctorate Holders" (Auriol et al., 2012), Balsmeier and Pellens (2014) made several conclusions regarding doctorate holders' motivation to keep their academic positions. Publication activity turned out to be an important factor: the more publications doctorate holders had, the more likely they were to carry on with their academic career. Each additional publication reduced the inclination to leave academia by about 6%. Another important conclusion regarding factors affecting their career development, concerns patenting of doctorate holders' inventions. Doctorate students who have submitted patent applications during their studies, even if they had numerous publications, were more likely to discontinue academic careers than students who have never submitted patent applications. The authors conclude that patenting increases the chances of opting for a non-academic career, because it shows doctorate holders' interest in commercializing their research results.

2.2. Impact of mobility on research career

Lee et al.(2010, 2012) presents an analysis of labor mobility conducted to study specific features of the labor market for PhD holders specializing in sciences and engineering. Labor mobility, and development of knowledge and skills, vary depending on career patterns. Three pattern types were identified. Those who work in the public sector and conduct academic research most fully use the knowledge and skills obtained during PhD programs and move quickly in their careers, but there is a sharp contrast between permanent and temporary employees. Many of the temporary employed researchers tend to leave the sector because they do not get promoted and offered the desired permanent contract. Another career pattern comprizes technical positions in the entrepreneurial sector, i.e. researchers and engineers employed by production companies. In this case, doctorate holders tend to develop their general skills and quickly move up the career ladder until they become managers of their organizations, or decide to change jobs. The third career pattern has "hybrid" characteristics: it implies having transferable knowledge and skills, i.e. along with the sector-specific knowledge, general skills are required. Representatives of this career pattern tend to move between different organizations, but they face different kinds of obstacles in transferring knowledge and skills obtained in PhD programs in natural and engineering sciences to other non-conventional spheres of employment.

International mobility is an influential factor affecting researchers' productivity and professional career. The experience of studying or working abroad enhances researchers' performance, increases their publication activity and involvement in knowledge and technology transfer (De Filippo et al., 2009; Edler etal., 2011; Scellato et al., 2017). Getting new knowledge abroad gives an employee an additional competitive advantage in the home country, which is an important factor in the development of a scientific career. According to Musselin (2004), in the 90 s - early 2000s, most post-docs in France, Germany, and the UK perceived their foreign experience as a personal strategy and aimed at improving their chances for recruitment in their own country. In Portugal, managing mobility at doctoral level is considered as one of the science policy instruments promoting brain gain (Heitor et al., 2014).

Mobility is common and brings advantages mostly at the beginning of a professional career (Deville et al., 2014). Early career stages were particularly important: they produced the so-called "memory effect" which affected the subsequent career path. E.g. if a scientists started their career at a less-than-prestigious research institution, the chances they would ascend to a high academic position are small.

It is worth noting that an "immobile career", in some cases, can lead to an earlier receipt of a permanent contract. The factor of a successful academic career in a particular organization can be not only high results, but also a degree of loyalty (Bozeman and Corley, 2004). According to the study of Kosmulski (2015), a typical young Polish scientist is an alumnus of doctoral studies at the same university and department where he/she completed his/her Master degree. The career is then continued by receiving a habilitation and later tenured position at the same university and department.

Researchers mostly tend to have traditional careers moving on from lower institutional positions to higher ones. Gargiulo and Carletti (2014) indicated that between 1955 and 2009, researchers (on average) changed institutions 2-4 times during their career, and 90% of them have never worked at more than 4 universities in 3 countries.

2.3. Recognition and scientific stratification

The science system and a career in it has its specific features, and a research career is a unique path connected with the research projects and, especially, creative abilities of individuals. According to the concept suggested by P. Bourdieu, scientific capital is a key aspect defining the success of a researcher's career. It comprizes characteristics interpreted as socially significant resources for scientific production, which regularly generate income for the agent defined in terms of stakes made in the course of this production (Bourdieu, 1984); note that such resources remain available for a long time. In other words, scientific capital defines the individual's chances to win academic recognition, and/ or secure a high position. Under this approach, a research career should be seen as a sequential change of positions in the scientific field and as a "competitive struggle for the monopoly of scientific authority" (Bourdieu, 1975, p. 19).

In the concept of Merton (1973,1988), the central object for studying scientific stratification is the system of rewards and its impact through social contexts of scientific practices. Rewards of different forms and sizes awarded for scientific achievements constitute social recognition (Cole and Cole, 1973; Allison and Stewart, 1974; Long, 1978; Allison et al., 1982; Gaston, 1978). Recognition, in its turn, is the central factor of the scientific employment system, and of scientists' individual perceptions. Recognition by competent colleagues is the main indicator of the researcher's contribution to advancing science, and accomplishing the goal of scientific learning (Merton, 1973, p. 293).

In academic networking, relationship with peers, achieving a certain position among them is extremely important, and in this system, recognition is the greatest reward. According to Kaulisch and Enders (2005), the most important rewards academics receive are not given by the organization, but by the colleagues within the overall science system.

Within hierarchies of fields, positions and institutions, various ranking systems play an important role in organizing academic society. The prestige of a previous organization where a researcher has studied or worked, can strongly influence their future career path (Croxford and Raffe, 2015). Prestige hierarchies are also likely to influence faculty hiring across academe (Clauset et al., 2015). The school from which a researcher comes, can be a key evaluation criteria rather than achievement or merit (Arimoto, 1978). Status differences among academic departments are rooted in processes of social closure and the accumulation of social capital (Burris, 2004). But when different hierarchies intersect and interact, single criteria cannot be applied to measure career achievements. For example, when institutional differentiation interacts with disciplinary differentiation, a wide and complex system of differences between academics occurs (Clark, 1997). The lack

of a strict unidimensional hierarchy in the academic community makes it impossible to evaluate the research careers using single variables.

2.4. Research career in Russia

Prospects for scientific careers varied, reflecting economic and social constraints (Fox and Stephan, 2001). Research career patterns vary considerably between countries (Auriol, 2007, 2010; Musselin, 2005; Enders, 2015, Duarte, Mendonca, 2016). In absolute terms, Russia continues to occupy a leading position in the world after the US, Japan, and China, based on R&D personnel numbers. In the academic labor market we can find researchers both with and without advanced degrees. In 2016, among Russian researchers, only 29.3% had a doctorate degree, but it is worth noting that this share is tending to grow (for comparison: in 1995 their share was 22.4%; in 2000 - 24.9%; in 2010 -28.5%) (Gorodnikova et al., 2018).

The current state of the corpus of Russian researchers (including their professional preferences) cannot be considered outside of its historical context. After a landslide decline in researcher numbers in the period 1990-2000 (the population of researchers reduced by 2.1 times), later, between 2000 and 2013, this process slowed, with a decline of 15.4% overall. It can be accounted for by the substantial growth in budgetary spending on R&D (since the mid-2000s), and a number of government measures to support research (Gokhberg et al., 2016).

The development trends of the doctorate education system and the changes of the academic labor market in Russia, do not always go in the same direction (Fig. 1). In 2002-2007, despite the sharp decrease in researcher's employment, the number of doctorate awarded, on the contrary, increased. The number of researchers decreased by 5.3% in 5 years, while the number of academic degrees awarded each year, increased by 30.7% and began to decline much later. Russia is a case of a country where doctorate training is not consistent with the dynamics of employment in the academic sector, and the academic degree can be also considered as a tool for building a non-academic career.

In Russia the share of researchers engaged in the business sector is less than half (47.1% in 2017), compared with 58.8% in Germany, 71.1% in the USA, and 73.4% in Japan (Gokhberg et al., 2019). Unemployment among the doctorate holders is rather an exceptional situation (unemployment rate in 2017 is just about 1%). Most researchers are employed on a full-time basis: 90.1% of the Russian doctorate holders worked full-time in 2017 (in the USA - 87.3, in Germany -82.4).1

Professional mobility of Russian researchers is quite low: almost 70% of Russian doctorate holders have not changed jobs over the past 10 years (Shmatko and Katchanov, 2016). In addition, a research career

in the higher education sector in Russia is characterized by the high rates of academic inbreeding (Horta and Yudkevich, 2016). Under these conditions, international mobility and participation in international projects are becoming a valuable career development resource in both the academic and non-academic sectors (Shmatko et al., 2016).

Mobility between the academic and non-academic sectors is not a common practice among Russian researchers (Shmatko and Volkova, 2017a). Data on internal mobility is shown in Fig. 2 (for those who changed principal job over the last 10 years; for each sector the share of researchers that changed their type of organization and that remained in their sector equals 100%). University staff mostly (56.6%) simply changed the university and only 11.6% moved to industrial and service sector companies. 59.3% of researchers in the non-academic sector just changed one industrial and service sector company to another, without moving to academia. The largest outflow is observed from research institutes, and such researchers are twice as likely to go to universities than to non-academic organizations.

3. Methodology

The choice of traditional or alternative career options that do not imply a strict academic hierarchy and an unambiguous interpretation of success or professional recognition is considered. A critical analysis of existing approaches enabled us to establish key variables, which measure researchers' career success in quantitative and qualitative terms (Appendix 1). This essential features describe the research career as a system of relational social positions of researchers (Bourdieu, 1984; Lebaron, 2009). The list of variables combines "objective career" indicators (the sequence of statuses the researcher obtains over their career paths) with "subjective career" ones, such as the researcher's assessment of their abilities and opportunities, personal prospects, and work-related achievements. Hughes suggested (Hughes, 1971, 1994] a social mechanism which explains how and when subjective careers change: a system of turning points matching the objective career. In the course of life and career development not only the objective status changes, but also individuals' subjective perception of themselves - i.e. a two-way adjustment occurs, which helps to avoid an internal conflict (Glaser and Strauss, 1971). Indicators such as scope for self-realization and personal development, being able to pursue personal interests other than research-related ones, and meeting personal needs and goals at work are subjective assessments, and reflect specific researchers' perceptions of their career position.

The authors offer an original approach to the study of career in the academic and non-academic sector. The concept "research career" is operationalized using PageRank. Career is understood as a set of achievements of various kinds, which can be reduced to an integral indicator - Research Career Achievement (hereafter, abbreviated as RCA). The proposed approach makes it possible to formulate a

hypothesis I about the uneven distribution of the value of career achievement in the surveyed sample of researchers. A significant part of the respondents will show a low level of professional achievement, while several leaders will be characterized by successful careers. High values of RCA are more characteristic of the academic sector of the labor market of researchers.

Hypothesis II of the study is that the main factor affecting the research career assessment, is the recognition that is either achieved or expected on three levels (ranging from individual to global): (1) specific individual (self-recognition); (2) professional community (recognition by peers); (3) whole society (nationally and internationally). The endeavor for recognition is manifested in the fact that researchers mostly follow an altruistic strategy; they prefer the values of creativity, knowledge, and self-realization to all others. These values are considered as the key to further recognition of the scientist. This strategy of delayed success is widespread in the scientific field. One of the initial assumptions is that "subjective" careers are no less important to researchers than "objective" ones, and self-realization, combined with the belief in the prospects for further professional development are more important to them than their actual position in the office hierarchy.

The research career model is based on the principles developed in the scope of sociology of science (Bourdieu, 1984), and the approach adopted by the Careers of Doctorate Holders (CDH) project (implemented under the auspices of the OECD, the UNESCO Institute of Statistics, and Eurostat) (Auriol et al., 2012). This project offers the most complete and structured data about the motives for choosing a career in science, researchers' employment, specialization areas, and mobility. Hie objective is to identify the patterns and human resources' development trends in the science and technology sphere. The main data collection method is questionnaire-based surveys of doctorate holders; all participating countries use the agreed toolset including the questionnaire structure. Data on researchers' careers is collected at their current and previous (if any) employer(s). The methodology is based on the "career path job" concept.2 It is assumed that researchers may have various kinds of work experience (especially in the early stages of their career), but then choose the career path job for full professional self-realization.

The data about Russian researchers was collected in 2016-20175 during a dedicated survey by questionnaire. The respondents comprized

researchers employed at R&D divisions of universities, research institutes, engineering services providers, industrial companies, medical centres, and clinics. The survey was conducted in all Russian federal districts in large cities with research institutes and major universities, and in "nau-kograd" (science cities). The surveyed researchers were specializing in science and technology (S&T) areas with the best prospects in Russia, in particular information and communication technologies, new materials and nanotechnology, the agricultural sector, life sciences and medicine, biotechnology, rational use of natural resources, energy efficiency, and transport and space systems. Data about Russian doctorate holders was collected through a sampled survey using a multistage stratified sample, with respondent quotas established for age groups, gender, specialization areas, employment sectors, and territories of residence (federal districts); the sample is representative for the population of the Russian doctorate holders employed in most perspective S&T areas. The main characteristics of the obtained sample are summarized in Table 1.

The subsample comprizing 828 respondents aged 30-49 years (59.1% of them male) was built in order to test our research hypotheses. Age restrictions were introduced to pick out the researchers in the active phase of career building, and to exclude the direct influence of the age factor on the analyzed variables describing careers. Distribution of the respondents by employment sectors and positions was as follows: 71.8% were employed in the academic sector (out of them, 34.6% worked at research institutes and 37.2% - at universities); 28.2% were primarily employed by industrial and service sector companies. 25.8% of the respondents worked in management positions; out of them 2.7% were CEOs and deputy CEOs of their organizations, and 23.1% managed various research units and faculty departments.

4. Results and discussion

4.1. Academic and non-academic careers of Russian researchers

One of the central questions while analyzing a career, is how free and conscious is the choice of career path. Among the reasons for choosing a career in R&D, respondents were offered the option "there was no other job", which should indicate forced choice. According to the survey results, less than 3% of those employed in Russian research institutes or universities, and about 8% of those employed in industrial and service organizations noted this reason. This means that the situation when a research career is a hopeless or forced choice is relatively rare. In most cases, researchers consciously make such a professional choice, preferring it to other alternatives.

For doctorate holders, career-affecting professional experience primarily implies the research-related component of their work. The amount of time they spend on research (as the share of total working time) and the length of time working in a research position, are the indicators which by themselves define the current position in the professional community and their further career prospects. A key professional experience indicator is research productivity, in particular publication and patenting activity, practical application and commercialization of research results. Another important indicator is international mobility, which measures the researcher's willingness to participate in global research cooperation.

At the time of the survey 85.7% of research institute and university staff had more than 10 academic publications to their credit. As for industrial and service sector companies' employees, the relevant figure was just 16.5%. Within the academic sector, research institute staff typically publish more often than their university colleagues, including foreign language publications: on average, during the previous 5 years, a research institute member had approximately 6 such publications, while a university employee had less than 4. Patenting is not generally common for Russian researchers: most of them did not patent any inventions during the previous 10 years. However, researchers employed in the academic sector tend to be somewhat ahead of their industrial and service sector colleagues in terms of patenting activity.

The higher education sector has the biggest share of staff who have received awards for their academic and professional achievements (Fig. 3). Membership in expert councils and professional associations is also more common for researchers who have chosen academic careers.

The data collected during the survey confirms that Russian researchers do not change jobs frequently: most of them did not change jobs during the previous 10 years (68.7% of the sample), and had no plans to do so in the future (71.6%). Respondents from the non-academic sector were more mobile, with a much bigger share of those who changed jobs two or three times during the previous 10 years (27.8% in industrial and service sector companies, but only 12.2% in research institutes and 11.8% in universities). As to mobility potential, researchers employed by organizations other than research institutes and universities, consider changing their principal job more often too.

As for international academic cooperation, the share of internationally mobile researchers (i.e. those who have studied or worked abroad for three months or more) outside the academic sector is just 6.2%, while for research institute staff it is 16.3%, and for university employees - 11%. In terms of short-term trips abroad for professional purposes, research institute and university staff display more or less equal activity (68.9% and 75.2% of the respondents took part in some form of international cooperation in 2013-2015, respectively). University staff more often go to deliver lectures or attend training programmes at foreign organizations, while members of research institutes more frequently participate in international projects, or publish jointly with foreign co-authors.

Researchers who have opted for a non-academic career, frequently tend to be "excluded" from the academic environment: they publish less often, patent less frequently, and less actively participate in international academic cooperation. However, in terms of other professional development criteria, a career outside research institutes and universities provides certain advantages. First of all, it is a higher rate of pay, stability, reliable prospects, and involvement in accomplishing important practical objectives. Industrial and service sector companies' employees participate in the practical application of research results no less often than their academic sector colleagues do. Researchers' subjective assessments of how their work contributes to accomplishing major important objectives and applying their ideas in practice, are also quite similar for both types of organizations.

4.2. Recognition by peers and by institutions in Russian scientific system

Despite significantly different values of numerous variables describing researchers' employment and productivity, people who have opted for different career paths assess their chances to win recognition more or less similarly (Fig. 4.). Regardless of the organization type, most researchers are quite satisfied with an opportunity to win recognition and achieve decent social status for their professional performance.

It means that researchers interpret the concept of "recognition" differently, and apply different criteria to assess their career prospects. Success of a research career cannot be measured using a single variable, because the relationship between different parameters describing a research career is not straightforward. This implies the need to choose specific parameters of research career success, and take into account not just isolated variables distribution, but their interactions.

Empirically, we can determine the position of a researcher only by comparing and matching it with the positions of other researchers. Obviously, the career of a researcher also has a relational nature. The value of the research career of the respondent is the resultant juxtaposition and comparison of the essential characteristics of his position with the characteristics of other respondents' positions. Roughly speaking, the values of the research career may be thought as network nodes of relations between the positions of the whole sample of respondents.

We suggest the research career achievement (RCA) as an analytical tool for managing highly qualified research personnel. Herewith, the totality of researchers is viewed as a network. This concept can be used mainly in the context of science policy and management We determine the RCA using the PageRank algorithm, because this algorithm is well-known and its application in the HR practice does not present much difficulty.

The initial data for the RCA is constituted by differences and similarities between researchers. Naturally, these differences and similarities are calculated on the base of variables included in the study. However, the variables themselves are not so important than the

In 1960th, it has been found that the concept of Markov chains provides a rich mathematical framework for analysis of social mobility (Singer and Spilerman, 1976; Rosenbaum, 1979). Thus, the PageRank algorithm proposed by Brin and Page in 1998 (Franceschet, 2011) to measure the impact of webpages, and based on the Markov chains theory, can be used to measure the distinctions between social positions. In our case, the PageRank algorithm simulates the careers' dynamics of researchers changing their positions. The analogy is that one may consider a researcher as a random walker and the positions as the states of the irreducible Markov chain. Every PhD holder, independent of one another, is assumed to start his/her career from a recent position and to subsequently follow a chain of positions until finished.

Since we are concerned with the results of measurements, it is not surprising that the mathematics required to describe these results should be the mathematics of vectors. All information on a research career of a respondent i is determined by specifying the vector V, with components v/, v(2, ...,v,18, i.e., the results of a sociological measurement of a career i are conveniently identified with the numbers v/, vf, ...,v,18, and with each respondent from the underlying sample S we associate a unique vector Vj. Furthermore, the sample of the 828 respondents can be treated as a system S with the 828 possible states, indexed by the set {1,2, ...,828}. In other words, a vector V, can be interpreted as a state i of the system S.

We say that the transition probability p» is the probability of transitioning from a state i to a state j. Here, we can estimate the relations between the positions (i.e., between the careers) in S by means of the transition probabilities. The transition probabilities p,-,- form the 828-square transition matrix P = (p^) with the properties: py > 0, YijPij = The transition matrix P is said to be stochastic, and P interpreted as the transition probability matrix of a Markov chain of a random walk. In terms of vectors Vj, we assume that the probability of transitioning from a state i to a state j can be expressed in the following form:

where 6 is the angle between vectors V, and Vj (cf. (Gentle, 2007)).

In this paper, we apply the PageRank algorithm to the matrix P with the purpose of measuring RCA. In the framework of the Markov chain theory, the matrix P completely describes the law of change of the state of the system S. The PageRank algorithm is based on the idea of computing the steady-state probability distribution {7Ti, 7r2, ^s). of a random walk on the sample S (for computational details and discussion, see, e.g., Langville and Meyer (2011)). The series of values {jt,} is the solution of the system

the state i. The larger the value of Jt, is, the more significant the career i will be. Thus, the RCA of respondent i is then defined as the probability jt,. Our analysis is conducted with the R package 'igraph'.

To summarize these reasoning, we may say that we operationalized research career achievement (RCA) as PageRank. The numbers RCA, are essentially the probabilities that the corresponding respondents have reached certain career achievements relative to other respondents in the sample. In this case, the higher the value of RCAit the more successful the career of the Ith respondent. Thus, we operationalized a research career as the rank of the respondent in the sample. As part of our approach to the respondent's career, it is likely that his achievements are greater than those of all other respondents in the sample.

The histogram in the Fig. 5 shows that the value of research career integral indicator is distributed extremely unevenly. The largest share of the sample (about 34%) has RCA values that do not exceed 0.00045. At the same time, the maximum RCA value is 0.00175, that is, the gap between the leaders and the main part of the group is almost 250%. This means that many respondents either do not want to make an academic research career, or do not have such an opportunity.

We can assess the quality of the proposed operationalization of a research career by examining the correlations of the RCA with 20 variables describing the career positions of the respondents (Table 2). The Spearman's rank correlation values in this table (given in descending order), indicate that the greatest contribution to the career is made by variables that characterize involvement in academic activities, namely, advanced degrees and scientific productivity, as well as international mobility and international cooperation. To a lesser extent, a research career is determined by variables describing social capital, and financial status. Finally, the variables affecting mobility and the intention to change jobs had the least impact on a research career. It should be emphasized that the results of this study revealed a significant statistical relationship between a research career and its relevance to personal needs and goals.
