Введение

За более чем 60-илетнюю историю развития Европейский союз превратился в организацию, чья природа вызывает споры у многих исследователей. Пройдя эволюцию от межгосударственного объединения, узко специализирующемся в одной области, до супранационального союза, обладающего чертами конфедерации, Европейский союза столкнулся с вызовами, которые не преодолены до сих пор.

Одним из таких вызовов стало формирование поддержки населения стран-членов ЕС. Будучи, изначально, проектом элит, направленным на сохранение послевоенного мира и восстановление экономики, долгое время внимание политических деятелей было приковано именно к экономической, во вторую очередь к политической сферам. И только после установления определенного баланса сил в этих сферах, а также с приходом понимания, что дальнейшее развитие возможно только при поддержке населения, появился социальный аспект европейской политики.

С самого начала создания Европейского экономического сообщества, европейские политики видели себя частью общей Европы, поскольку работали над общим благом. Однако такого восприятия не было у многих граждан, чья жизнь была во многом обусловлена рамками своих государств. Таким образом, перед политическими элитами встала необходимость создания общей европейской идеи, которая объединяла бы всех жителей «единой Европы» и конструировала чувство принадлежности, европейской идентичности. Проводя политику по созданию такой общей идеи, которая включала в себя идеи мира, свобод, солидарности, а также первые символы ЕЭС, такие как гимн, политические элиты рассчитывали заручится поддержкой населения в проведении дальнейших реформ уже с конца 1970х годов. Однако в начале 2000х годов, в ходе референдумов по Конституции ЕС данная политика пережила провал, когда сразу в нескольких странах население отказалось поддерживать большую степень интеграции ЕС.

Европейская идея и чувство принадлежности к Европе, оказывают влияние на восприятие гражданами ЕС себя как части единой Европы, во главе которой стоит Европейский союз. Это восприятие оказывает влияние на поддержку или ее отсутствие в ходе интеграционных процессов. Тем самым, идентичность, которая включает в себя общую европейскую идею и чувство принадлежности к Европе, становится одним из факторов развития интеграции. Европейская политика позволяет создать общую идею -аспекты, которые позволяют отождествлять граждан с Европейским союзом. Это как нематериальные аспекты, такие как идеи свободы, демократии, солидарности и равенства,

так и материальные аспекты, такие как гражданство ЕС, флаг, гимн, девиз. В свою очередь европейская идея оказывает влияние на создание чувства принадлежности, то есть в какой степени граждане стран-членов ЕС ощущают себя гражданами Евросоюза. Данная работа посвящена рассмотрению истоков политики по созданию европейской идентичности (идеи), а также современному воплощению данной политики, также, как и причин по которым политика по созданию единой идеи не оказалась достаточно эффективной.

Таким образом, актуальность исследования заключается в следующем:

1. Во-первых, идентичность сама по себе является весьма актуальной темой исследования. До сих пор не выработано единого подхода к пониманию идентичности и к ее определению. А в условиях современных тенденций в мире, все чаще исследователи обращаются именно к теме идентичности для объяснения явлений и событий мирового масштаба.

2. Во-вторых, современное развитие Европейского союза во многом зависит от волеизъявления населения. В связи с этим, важно понимать, что формирует восприятие населения, их идентичность и чувство принадлежности к Европейскому союзу. Пример Брекзита показал, что иногда небольшой перевес в мнениях и настроениях населения становится причиной глубоких изменений и реформ в Европейском союзе.

3. В-третьих, Европейский союз, особенно в последние десятилетия, позиционирует себя как организация, чьим приоритетом является «Европа граждан». Необходимо понимать, что ЕС подразумевает под этим термином, и какие направления европейской политики, в первую очередь, становятся охвачены поддержкой интересов граждан ЕС. На современном этапе развития, в Европейском союзе реализуется большой комплекс программ, которые проникают во многие сферы деятельности населения. Больше всего в современных условиях охват населения происходит в сферах образования и культуры. Эти две сферы имеют огромное значение в рамках социальной политики ЕС, а также позволяют достигнуть существенного положительного ответа от населения. Тем не менее, будучи одинаково значимыми для ЕС, программы развиваются разными путями, отчего и появляется разница в воздействии на население. Именно по этим причинам политика ЕС в сферах образования и культуры становится ключевой для рассмотрения в данной работе.

4. Наконец, при столь большой численности населения и территории, ставится вопрос об эффективности европейской политики, особенно с учетом приоритета суверенных прав государств-членов над европейскими решениями. В период пандемии, многие страны вновь стали реализовывать свои суверенные права -решения о закрытии границ, предоставлении или нет гуманитарной помощи. «Единая Европа» вновь отошла на второй план.

Изучение европейской общей идентичности, ее составляющих элементов, факторов, оказывающих влияние на ее формирование и политики, которая способствует ее формированию имеют ценность с точки зрения международного сообщества. Это связано с тем, что сегодня все чаще страны заключают союзы, которые непосредственно затрагивают жизнь граждан этих государств. Более того, волеизъявление граждан, в условиях демократических обществ, оказывает влияние на развитие таких союзов. Как следствие, рассмотрение факторов, способствующих формированию поддержки населения, имеет ценность не только в границах Европейского союза, но и за его пределами.

Целью диссертационного исследования становится определение тенденций в создании общей европейской идентичности, прежде всего, в сфере образования и культуры, так как они стали очевидными инструментами в ее формировании и проявлении.

Для достижения данной цели поставлены следующие задачи:

1. Дать определение идентичности и проанализировать ее составляющие и ее соотношение с интеграцией ЕС;

2. Дать анализ одной из ключевых сфер, препятствующей/способствующей эффективному конструированию европейской идентичности - коммуникации;

3. Дать характеристику политике в сфере образования Европейского союза с позиции идентичности и рассмотреть данную политику на примере локального региона ЕС;

4. Дать характеристику политике в сфере культуры Европейского союза с позиции идентичности и рассмотреть данную политику на примере локального региона ЕС.

Под характеристикой политик понимается анализ и выделение ключевых аспектов проводимой политики - ее сильные и слабые стороны, а также потенциал для развития.

Объект исследования - процессы формирования единой европейской идентичности. Предмет исследования - теоретические и практические аспекты становления европейской идентичности, реализуемые в программах культурной и образовательной политик ЕС.

Хронологические рамки охватывают период с 1970х годов до 2020 года. Этот период обусловлен тем, что именно в 1970е годы зарождаются первые элементы политики по созданию европейской идеи (идентичности), и анализ с конца 1970х годов позволяет проследить определенную эволюцию политики в сфере идентичности. Вместе с этим, временные рамки третьей главы ограничены периодом с 1986 по 2020 годы. Это объясняется тем, что именно с середины 1980х годов Европейский союз начал поводить структурированную политику в сфере образования. Временные рамки четверной главы также охватывают более краткий период с 1996 года по 2020 год, в связи с началом реализации структурированной политики в сфере культуры именно с середины 1990х годов, несмотря на то, что отдельные элементы политики в сфере культуры, как например, поддержка Европейского молодежного оркестра, появились еще в 1974 году.

Теоретической базой исследования является конструктивизм, и особенно исследования в рамках данной парадигмы, посвященные идентичности и интеграции, а также исследования в области коммуникации. Такие понятия как «идентичность», «интеграция», «коммуникация» становятся ключевыми для данной работы. «Европейская идея», в свою очередь «конструируется», «чувство принадлежности» приобретается и утрачивается. С позиции конструктивизма становится возможным описать тенденции, происходящие на уровне населения ЕС, а также описать эволюцию политики ЕС в сферах образования и культуры, которые являются ключевыми для создания элементов общей идентичности.

Методологическая база исследования строилась на основе анализа научной литературы в области исследований интеграции, идентичности и коммуникации.

В теории интеграции стоит отметить таких авторов как Бикертон Ч.1, Гленкросс А.2, Кун Т.3, Шмидт В.А.4. В теории идентичности особо необходимо подчеркнуть работы таких авторов как Таджфель Г.5, Каллигаро О.6, Клутс Э.7, Лебоу Н.8, Риссе Т.9, Каина В. и

Каролевски И.10, Ослер А. и Старки Г.11 Некоторые работы представляют собой синтез теорий интеграции и идентичности, например, работа Гизана К. «Теория идентичности в Европейской интеграции».12 Отдельную группу литературы составляют авторы теорий коммуникаций, например, Хабермас Ю.13, Лассуэлл Г.14, Бенс Э. и Голдинг П.15, Конрад М.16, Геноско Г.17, Герман Э. и Чомски Н.18, Маньон К.19 и другие.

Многие из этих работ посвящены узконаправленным исследованиям либо в области теории интеграции, либо идентичности, либо коммуникации. Данная работа представляет собой синтез трех теорий, и разработку авторского подхода к изучению политики Европейского союза в сфере идентичности. Большой ценностью для разработки данного подхода обладает работа Мансура Олсона об общественном благе и теории групп. 20

В целом, несмотря на многообразие литературы на тему интеграции, идентичности и коммуникации, существует лишь небольшое количество современных работ, которые использовали бы комплексный подход к анализу проводимой политики в рамках ЕС. Тем не менее, автор считает, что именно комплексный и оригинальный подход к изучению идентичности позволит исследовать степень успешности проводимой ЕС политики по конструированию общей европейской идентичности, и ее влиянию на интеграционные процессы.

Для этого используется авторский подход к определению и систематизации идентичности и ее элементов - разделение идентичности на материальный и нематериальный аспекты, что вносит новизну в исследование данной темы.

Методологическая основа работы включает в себя использование:

1. Общенаучных методов:

a. Комплексный подход (рассмотрение политики Европейского союза по созданию европейской идеи как комплекса политик, направленных на достижение определенных целей - формирование чувства единства граждан наряду с достижением профильных целей в образовании, культуре и спорте).

b. Сравнительный анализ (сравнение ключевых политик Европейского союза, способствующих формированию общей идеи - политик в сфере образования и культуры, выделение общих и различных черт и характеристик).

2. Специальных методов:

a. Структурно-функциональный метод (рассмотрение политики по формированию европейской идентичности с позиции ее функционального применения и влияния на европейское общество).

b. Метод Case-study (изучение реализации политик в сфере образования и культуры на примере локального региона ЕС и роли политик в формировании европейской идентичности в нем).

c. Интервью (интервью с представителями организаций в сфере образования и культуры в рамках case-study для выявления тенденций адаптации политик в данных сферах с позиции идентичности).

Источниковую базу исследования составляют несколько групп документов.

- Законодательные акты и договоры (регламенты и акты структур Европейского союза), такие как Маастрихтский договор21, акты о проведении программ Эразмус22 и Креативная Европа23 и другие. Данная категория документов

предоставляет фактическую информацию о реализуемой политике и об ожиданиях европейской политической элиты.

- Отчеты Европейской Комиссии о деятельности по реализации программ в сфере образования24 и культуры25, а также отчеты центров Европа Директ по работе с населением26. Данная группа источников раскрывает эволюцию проводимой политики, а также проясняет насколько успешной была политика, по мнению представителей ЕС.

- Исследования, выполненные исследовательскими центрами по заказу ЕС, для выявления тенденций и оценки успешности реализуемых программ. В перечень таких работ входит исследования на тему идентичности и ЕС27, и более узко направленные исследования, посвященные политике в сфере культуры.28 В отличие от официальных отчетов Европейской комиссии, данная группа источников показывает более нейтральную и беспристрастную оценку проводимой политики.

- Данные Евробарометра о мнении населения и отношении к Европейскому союзу, и оценка чувства принадлежности. В список статистических подборок входят и более ранние29, и современные данные30, на основе которых

выстраиваются авторский анализ и выводы. Эти данные позволяют проследить эволюцию общественного мнения и отношение населения к проводимой политике в сфере идентичности, а также к отдельным элементам европейской идентичности.

- Данные Евростата, в частности, о населении и миграции в Европейском союзе31 и о вовлеченности населения в политическую деятельность в ЕС32, которые позволяют соотнести данные о проводимой политике с конкретными цифрами, и провести соответствующий анализ.

- Данные социальных сетей, страниц, на которых представлены структуры Европейского союза, например, в Facebook33, Twitter34, YouTube35, а также официальные страницы Европейского союза в сети Интернет36. Данный источник информации предоставляет дополнительные сведения информационного характера, необходимые для проведения анализа политик в сферах образования и культуры, например, степень распространения информации среди населения, наполняемость информационного поля.

- Официальные страницы в сети Интернет подведомственных учреждений ЕС и других организаций, в деятельность которых входит распространение идеи единой Европы. Это такие организации как Совет Европы,37 Европа фестивалей38, Институт Европы39, Агентство по образованию, аудио-визуальному сектору и культуре ЕС,40 Паневропа,41 программа Эразмус+42 и Институт культуры

Европейского союза43. Анализ информации, предоставляемой на данных страницах сети интернет позволяет сформировать представление о разнообразии проводимой политики и о степени централизованности программ в сферах образования и культуры.

- Интервью, проведенные в рамках Case study с представителями сферы образования44 и культуры45 региона. В ходе интервью было сформировано представление о реализации политики в сферах образования и культуры в регионах, и о степени влияния образования и культуры на формирование европейской идентичности.

В целом, источники позволяют создать цельную картину реализуемой Европейским союзом политики в сферах образования и культуры с позиции идентичности. Также исследование источников позволяет дать оценку степени коммуникационного воздействия на население. Тем не менее, несмотря на очевидный положительный эффект проводимой политики для интеграционных процессов, опираясь на источники, трудно дать раскрытый анализ взаимосвязи между формируемой в ходе проведения политики в сферах образования и культуры идентичности и ее влияния на интеграцию ЕС. В ходе интервью с представителями сфер образования и культуры удалось в какой-то степени восполнить недостаток информации в данной области, однако степень раскрытия информации все еще требует доработки в ходе дальнейшего исследования.

Степень научной разработанности

Несмотря на широко представленную литературу в отдельно исследуемых областях -интеграция, идентичность и коммуникация, не существует большого обилия литературы, которая объединяла бы все три аспекта в один. Тем не менее, для исследования Европейского союза актуален именно междисциплинарный, комплексный подход, что привело к разработке авторского теоретического подхода, который объединяет три теории в одну в рамках анализа политики в сферах образования и культуры. элементов исследования - теорий интеграции, теорий идентичности и теорий коммуникации, в целом, можно считать низкой степень научной разработанности комплексного подхода, который используется в данной работе.

Исследования отдельных политик ЕС также в большинстве случаев носят статистически-аналитический характер, и представляют собой скорее источник, чем литературу. Стоит отметить отдельные работы, связанные с анализом непосредственно проводимых ЕС политик в сфере образования и культуры. К данным работам относятся исследования отечественных специалистов в области Красновой Г.А. и Полушкиной Е.А.46, Ломакиной И.С.47, Насонкина В.В.48, и зарубежных - Оубурне К.49 и других. Однако такие работы, хоть и представляют ценный источник анализа политик Европейского союза, уже начинают утрачивать свою актуальность.

Как правило, исследователи в области интеграции отмечают значимость формирования чувства принадлежности (общей идеи) для процессов интеграции в Европейском союзе. В свою очередь, представители теорий коммуникации в международных отношениях и политике отмечают значимость коммуникационного воздействия на политические и интеграционные процессы. Тем не менее, отсутствует видение процессов интеграции как комплексного процесса, взаимосвязанного и с процессом формирования идентичности, и с установлением коммуникационного пространства. Таким образом, ставится исследовательский вопрос - в какой степени можно считать интеграционные процессы, конструирование европейской идентичности (чувства принадлежности) и коммуникационную политику взаимосвязанными явлениями. Автор выдвигает следующую гипотезу - интеграция, идентичность и коммуникация оказываются взаимосвязанными процессами, правильное сочетание которых позволяет проводить эффективную политику в рамках Европейского союза как в социальной сфере, так и за ее пределами.

Научная новизна данного исследования обусловлена комплексным авторским подходом к изучению идентичности и ее элементов. Идентичность рассматривается в данной работе как процесс и продукт, который распадается на два аспекта - материальный

Introduction

For more than 60 years of its history of development, the European Union has transferred from an economical unity into an organization whose nature causes debates among contemporary researchers. The Union has undergone evolution from an international organization, specializing on one area, to a supranational organization with traits of a confederation, and now is facing challenges, that it yet needs to overcome.

The population support is one of these challenges. Being an elite project at the beginning and aimed at peace preservation and at the restoration of economies after the War, politicians had not been paying much attention to population inclusion. Their attention was fully devoted to economic and political spheres. Only with the establishment of a certain equilibrium in these areas, the attention was paid to social sphere. It became a more urgent agenda once politicians realized that further development is only possible with the population support of the policies.

From the very beginning of European Union construction, the political elite saw themselves as part of a united Europe as they were working together pursuing shared wealth and prosperity. Not every citizen of the member states felt themselves in this way, especially these citizens that were operating within their state territories. Thus, political leaders faced a necessity to create a shared European idea that would unite the "united Europe" citizens and construct a sense of belonging. At the end of 1970s, political elites started their shared idea creation policy, which included the ideas of peace, freedoms, solidarity, and the first symbols of the EEC as, for example, hymn. The leaders pursued the idea that this would create the support needed for future reforms within the European Community. However, this policy proved to be a failure as by the beginning of 2000s the population refused to support further profound integration.

European idea and the sense of belonging to Europe, or rather the European Union influence the way people perceive themselves within the EU. This perception shapes the level of support or its absence in the process of integration. Thus, identity, which includes a common European idea and a sense of belonging to Europe, becomes one of the factors in the development of integration. European politics creates a common idea - aspects that allow citizens to identify with the European Union. These are both intangible aspects, such as the ideas of freedom, democracy, solidarity and equality, and material aspects, such as EU citizenship, flag, anthem, motto. In turn, the European idea influences the creation of a sense of belonging, that is, to what extent citizens of the EU member states perceive themselves as citizens of the European Union. This paper is devoted to an examination of the European identity policy in the context of integration, and the reasons why the policy was not effective enough.

Therefore, the relevance of the study can be embraced by several ideas.

5. First, identity in itself is a relevant topic for a research taking into account its fluent nature. There is no standard approach to identity understanding. Identity is a phenomenon, nonetheless, that can explain many modern tendencies and events.

6. Second, contemporary evolution of the European Union depends on the population support and its will expressed. Considering this, it is crucial to understand the nature of population self-perception in the context of European policies, what shapes this self-perception and in what way. The BREXIT example has showed that a little difference in voting results (and in the minds of population) can lead to significant political turbulences and changes.

7. Third, the European Union, especially in the recent decades, claims to put a focus on social policy and to be the "Citizens' Europe". It is important to understand what is behind the notion, and what policies are embraces by the "Citizens' Europe" idea. There is a huge variety of programs that are aimed at the population. Most of all, in modern conditions, the coverage of the population occurs in the spheres of education and culture. These two areas are of great importance in the framework of EU social policy, and also allow achieving a significant positive response from the population. However, while being equally important for the EU, programs develop in different ways, which is why there is a difference in the impact on the population. It is for these reasons that EU policy in the fields of education and culture becomes the key one for consideration in this work.

Finally, with the population and territorial vastness of the EU, one can pose a question about the efficiency of European social policy considering the primordiality of sovereign state rights over European Union directives and initiatives. In the times of modern challenges as pandemics, for instance, the states started to violate some of the Union freedoms, such as freedom of movement. Thus, "united Europe" is sliding into the background of the European Union current policies and it is difficult to say whether it will stay there.

The study of the European identity and its components has its value for the international community and academic society. It is strongly connected with a fact that nowadays countries reach agreements and sign treaties that affect citizens of these countries to a greater extent than in the past. Moreover, citizens will influences the negotiations process, as well many country rely on their citizens vote in their decision-making and the evolution of treaties signing. As a result, the examination of factors leading to citizen vote for or against and their support formation has crucial value not only for the European Union, but also for other international and

intergovernmental organizations.

The aim of this thesis is to identify trends in the creation of a common European identity, primarily in the field of education and culture, since they have become obvious tools in its formation and manifestation.

To achieve this aim, the following tasks are set:

5. To define European identity (European idea), and to analyze the constituent components and its correlation to European integration;

6. To analyze communication as one of the areas that has a significant influence on the identity construction;

7. To describe the policy of the European Union in the field of education from the standpoint of identity and consider this policy using the example of the local region of the EU;

8. To describe the policy of the European Union in the field of culture from the standpoint of identity and consider this policy using the example of the local region of the EU.

The object of the research is the policy of the European Union aimed at creating a single European identity. The subject of this research is the European idea and its components. The work examines the theoretical and practical aspects of the formation of European identity, implemented in the programs of cultural and educational policies of the EU.

The chronological framework covers the period from the 1970s to 2020. This period is due to the fact that it was in the 1970s that the first elements of politics for the creation of a European idea emerged, and analysis from the late 1970s allows us to trace a certain evolution of identity politics. At the same time, the time frame for the third chapter is limited to the period from 1986 to 2020. This is due to the fact that it was precisely from the mid-1980s that the European Union began to introduce structured education policies.

The timeframe for chapter four also covers a shorter period from 1996 to 2020, due to the start of the implementation of structured cultural policy from the mid-1990s, despite the fact that there are separate elements of cultural policy, such as support for the European youth orchestra, appeared back in 1974.

Constructivism becomes the theoretical basis of the research, and especially research within this paradigm, devoted to identity and integration, as well as the research in the field of communication. Such concepts as "identity", "integration", "communication" become key for this work. The "European idea", in turn, is "constructed", the "sense of belonging" is acquired and lost. From the standpoint of constructivism, it becomes possible to describe the trends

occurring at the level of the EU population, as well as describe the evolution of EU policy in the spheres of education and culture, which are key to creating elements of a common identity.

The methodological basis of the research is based on the analysis of scientific literature in the field of studies of integration, identity and communication.

In the theory of integration, it is worth noting such authors as Bickerton Ch. 355, Glencross A. 356 , Kuhn Th. 357 , Schmidt V.A. 358. In the theory of identity the following authors are of primary relevance for the current study: Tajfel H. 359, Calligaro O. 360 , Cloots E. 361 , Lebow N. 362 , Risse Th. 363 , Kaina V. and Karolewski I. 364 , Osler A. and Starkey H. 365 Some of the scientific paper of the authors constitute a valuable synthesis of identity and integration theories that highlight the importance of identity for integration processes. Many of the above-mentioned works are devoted to narrowly focused research either in the field of integration theory, or identity, or communication. This paper is a synthesis of three theories, and the development of the author's approach to the study of European Union policy in the field of identity construction. The approach is based on Mansour Olson's work on the public good and group theory374, which is of great value for developing analysis in the current work.

In general, despite the diversity of literature on integration, identity and communication, there is only a small number of contemporary works that use an integrated approach to the analysis of policy in the EU. Nevertheless, the author believes that it is a comprehensive and original approach to the study of identity that will make it possible to study the degree of success of the EU's policy of constructing a common European identity, and its impact on integration processes.

For the analysis of identity and its components, the author's approach to defining and systematizing identity and its elements is used - the division of identity into material and nonmaterial aspects, which adds to the novelty of the research.

The methodological basis of the work includes the usage of:

b. Comparative analysis (comparison of the key policies of the European Union that contribute to the formation of a common idea - policies in the field of education and culture, highlighting common and different features and characteristics)

a. A structural and functional method (consideration of policies for the formation of European identity from the standpoint of its functional application and impact on European society)

b. Case-study method (study of the implementation of policies in the field of education and culture on the example of the local EU region and the role of politicians in the formation of European identity)

c. Interviews (interviews with representatives of organizations in the field of education and culture as part of a case-study to identify trends in the

adaptation of policies in these areas from the standpoint of identity)

The source base of the research consists of several groups of documents.

- Legislative acts and agreements (regulations and acts of the structures of the European Union), such as the Maastricht Treaty375, acts on the implementation of the Erasmus education programs376 and Creative Europe programs377 as well as other documents related. This category of documents provides factual information about the policies being implemented and the expectations of the European political elite.

- Reports from the European Commission on the implementation of educational programs 378 and culture programs379, as well as the Europe Direct reports on their work with the population380. This group of sources reveals the evolution of the policy pursued, and also clarifies how successful the policy was in the opinion of the EU representatives.

- Studies carried out by research centers commissioned by the EU to identify trends and assess the success of programs being implemented. The list of such works includes research on identity and the EU381, and more narrowly focused studies on cultural policy.382 Unlike the official reports of the European Commission, this group of

- Eurobarometer data on public opinion and attitudes towards the European Union, and an assessment of the sense of belonging. The list of statistical papers includes both earlier works383, and more recent data384, which constructs the basis for author's analysis and conclusions. These data make it possible to trace the evolution of public opinion and the attitude of the population to the ongoing policy in the field of identity, as well as to specific elements of European identity.

- Eurostat data, for example, information on European population, migration data385 and certain information on population inclusion into European Union political life386, which enable policy data to be correlated with specific figures and analyzed.

- Social networking sites' data, where the political institutions of the EU are represented, such as Facebook387, Twitter388, YouTube389, as well as official websites of the European Union on the Internet390. This source of information provides additional information of an informational nature, necessary for analyzing policies in the spheres of education and culture, for example, the degree of dissemination of information among the population, the filling of the information field.

- Official pages on the Internet of subordinate institutions of the EU and other organizations whose activities include the spread of the idea of a united and peaceful Europe. These are Council of Europe,391 Europe for Festivals392, European Institute393,

Analysis of the information provided on these pages of the Internet allows you to form an idea of the diversity of policies and the degree of centralization of programs in the spheres of education and culture.

- Interview conducted in the framework of case study research with the representatives of education398 and culture399 areas in the region chosen for the study. During the interview, an idea was formed about the implementation of policies in the spheres of education and culture in the regions, and about the degree of influence of education and culture on the formation of European identity.

In general, the sources make it possible to create a coherent picture of the policy pursued by the European Union in the fields of education and culture from the standpoint of identity. Also, the study of sources allows us to assess the degree of communication impact on the population. Nevertheless, despite the obvious positive effect of the policy pursued for integration processes, relying on the sources, it is difficult to give a disclosed analysis of the relationship between the identity formed in the course of the policy in education and culture and its impact on EU integration. In the course of interviews with representatives of the spheres of education and culture, it was possible to some extent to make up for the lack of information in this area, however, the degree of disclosure of information still requires refinement in the course of further research.

The degree of scientific elaboration

Despite the extensive literature in the separately explored areas of integration, identity and communication, there is not a large abundance of literature that would combine all three aspects into one. Nevertheless, for the study of the European Union, it is precisely the interdisciplinary, integrated approach that is relevant, which led to the development of the author's theoretical

approach that combines three theories into one in the framework of policy analysis in the spheres of education and culture. The approbation of this approach is shown on the example of one of the regions of the European Union remote from Brussels. Thus, despite the high degree of scientific elaboration of individual elements of the study - the theory of integration, the theory of identity and the theory of communication, in general, one can consider a low degree of scientific elaboration of the integrated approach that is used in this work.

Studies of individual EU policies are also, in most cases, statistical and analytical in nature, and are more a source than literature. It is worth noting individual works related to the analysis of policies directly pursued by the EU in the field of education and culture. These works include studies of domestic specialists in the field of Krasnova G.A. and Polushkina E.A.400 , Lomakina I.S.401, Nasonkin V.V.402, and foreign like Ouburne K. 403 . However, such works, although they represent a valuable source of analysis of European Union policies, are already beginning to lose their relevance.

As a rule, researchers in the field of integration note the importance of the formation of a sense of belonging (a common idea) for the integration processes in the European Union. In turn, representatives of the theory of communication in international relations and politics note the importance of the communication impact on political and integration processes. However, there is no vision of integration processes as a complex process interconnected both with the process of identity formation and with the establishment of a communication space.

Thus, a research question is posed - to what extent can integration processes, the construction of European identity (a sense of belonging) and communication policy be considered interrelated phenomena. The author puts forward the following hypothesis -integration, identity and communication turn out to be interrelated processes, the correct combination of which makes it possible to pursue an effective policy within the framework of the European Union both in the social sphere and outside it.

The scientific novelty of this study is characterized by the complex author's approach to the analysis of European Union policy, as well as the use of the author's approach to the study of identity and its elements. Identity is considered in this work as a process and a product that breaks down into two aspects - material and immaterial (ideological). The success of a policy in

the field of creating a common EU idea that would have a positive effect on the integration processes depends on the correct combination of these elements, as well as on a well-conducted communication policy aimed at popularizing these elements.

The theoretical significance of the work is due to the introduction into the scientific lexicon of the concept of identity aspectization, as well as the introduction of a method for analyzing identity by analyzing it into material and ideological aspects. Conclusions regarding a comprehensive integration policy, taking into account communication and identity, are also of theoretical significance.

The practical significance lies in the possibility of introducing elements of analysis into the current policy in the areas of integration and communication, as well as the possibility of further developing this approach for various fields of application. Research and its elements can also be presented in the academic field through various scientific events.

The following statements formed in the process of conducting the research are presented for defense:

7. Processes of integration, identity and communication are interrelated elements. Success in policy implementation in one of these areas directly depends on success in policy implementation in others.

8. Integration is a complex process that includes many factors and elements. Identity becomes one such element. The success of the integration policy is directly influenced by the quality policy pursued to create a common idea and a sense of belonging to the EU (European identity).

Identity is divided into two aspects - material and non-material (ideological) aspects, the harmonious maintenance of which contributes to the creation of a positive image and a sense of belonging to the EU. Most of these policies have an impact in the social sphere of the EU, especially in the field of education and culture.

10. Communication is an essential element in all areas of European politics when it comes to gaining support from the population. Thus, communication becomes a key element in the creation of a common idea and policy in the field of integration. However, the small emphasis on the communication space in the EU policy has led to certain difficulties in interacting with EU citizens. Moreover, the communication impact is very unevenly distributed across the EU, and remote regions have fewer opportunities to be included in the integration processes, compared to the capital regions, and close to Brussels / Luxembourg / Strasbourg.

11. The policy in the field of education (Erasmus + programme) is an example of a successfully pursued policy of creating a single European idea and the formation of a

sense of belonging, since it has balanced aspects of identity and has powerful communication channels, which allows penetration even to remote regions of the EU.

12. Cultural policy (Creative Europe) is an example of a less successful policy in creating a common European idea and a sense of belonging, as it has fewer opportunities for a balanced identity policy and less communication impact. As a consequence, with an undeniably positive impact in the centers, the program has little impact in the distant regions.

The structure of the thesis is conditioned by the tasks facing the researcher. The first chapter of the work is devoted to the consideration of theoretical approaches to integration and identity, and their interdependence. The author's theoretical approach to identity is considered. The second chapter is devoted to the theory of communication and its application in the context of the European Union and the impact on integration and identity. Conclusions are also made that synthesize three theoretical approaches. The third chapter examines the education policy of the European Union from the perspective of the theoretical approach formed in the first two chapters. A Case study of one of the EU regions is also provided to test theoretical theses. The fourth chapter examines the EU cultural policy and provides a Case study of the region using this policy as an example. The final part summarizes the analysis and presents the results of the study.

Chapter 1. Integration and identity theories synthesis.

This chapter examines how the concepts of identity and integration relate to each other, as well as what elements are included in the concept of European identity.

The complexity of the study of identity is in the fluidity of understanding, and the rapid changes taking place, especially in the age of information technology.

The processes taking place in our life constantly influence identity, be it a group, individual or political identity. Modern researchers do not come to the same opinion about what identity is and what elements are included in this concept, however, undoubtedly, socio-political group and individual identity influences the integration processes.

The undergoing processes influence identity constantly whether it is group or personal identity. Therefore, the study lacks instruments to measure up-to-date changes. Which results into a necessity to outline general characteristics of the process.

Integration theories

Integrative processes are inherent in Europe and European countries, along with other countries and continents, and determine domestic and foreign policy. And although today, the concept of integration is inherent not only to the European continent, but takes place at different levels and in different parts of the world, for the European Union this concept is of particular importance, since "integration has allowed relatively small European countries to become a united front as a supranational region, thereby acquiring international scope and significance ".

However, today integration takes on different shades, and it is not always clear whether integration has a positive or negative effect. Thus, it becomes necessary to study this process more and more, because "the citizens of Europe want to understand where they are going, since understanding <...> means being in harmony with themselves and the world." 405

Integration becomes a subject of particular importance for the European Union also because it was originally an integral part of the processes such as building a supranational organization aimed at overcoming conflicts, establishing peace, developing the economy, and increasing the welfare of the citizens of united Europe.

There are several theories, and, accordingly, several classical approaches to integration -

functionalism, neofunctionalism, federalism and intergovernmental approach.

Functionalism appeared in the 1930s - 1940s as a critique of nation states and the League of Nations. The first functionalist is usually called David Mitrani, who defended the idea of functional integration, or cooperation between states in various fields, depending on the interests of the parties, since "not all interests are common to all, and that the common interests do not concern all countries in the same degree". 406

Since integration, according to Mitrani's vision, should have taken place not through a onetime establishment of an international organization, but through cooperation of states in solving specific challenges in various fields, it was characterized by a multi-level structure. The political leaders of the nation states in this process received a secondary role, and the "technocratic specialists"407 who would act within the framework of specialized associations and agencies became the driving force. As noted by E.E. Voevodskaya, in the course of this process "cooperation between states should become so close, and their interdependence so high that conflicts will be inconceivable and only harmful." 408

In the continuation of functionalism, the theory of neofunctionalism appeared. Neofunctionalism is understood as "the theory of regional integration, which made the main emphasis on the role of non-state actors, in particular the" secretariat "of a particular regional organization, as well as interest groups, pressure, economic agents and social movements that are formed at the regional level, at the macro level and provide a translational impulse for integration dynamics."409 Thus, neofunctionalism is a more modern and clearly structured version of functionalism, supplementing and in some way even contradicting the ideas of Mitrany. According to Avdonin, "the main driving forces of integration are not the abstract" sense of community "that has become established in society, not the common and undivided interests of states, but the actions of the main parties and interest groups represented in the politics of the integrating states." 410 Thus, the leading role in the integration processes is again played by politicians and political associations. Ernst Haas emphasized, among other things, the relationship between politics and knowledge. According to him, "interests can be (but need not be) informed by available knowledge, and that power is normally used to translate knowledge-informed interests into policy and programs." 411 Another important element of neo-

functionalism was the concept of "spill-over", which "means that close specialized cooperation in any one area inevitably affects cooperation in adjacent and neighboring areas and gradually spreads to all new and new areas, making the cooperation process more diverse, sustainable and long-term."412 Thus, the function has become a key concept of this approach, and the degree of success of the integration processes began to depend on the implementation of the functions and tasks assigned to the organization.

However, this approach has been criticized. As A. Moravcsik notes, "European integration did not, as Haas had predicted, expand steadily, but by stops and starts." 413 Moravcsik's criticism has been termed as an intergovernmental approach. As the name suggests, states are the main actors in the integration process. The main elements of criticism of neofunctionalism, in addition to the nonlinearity of the development of European integration, are the following ideas:414

1. Denial of the uniqueness of Western European integration;

2. States, entering the field of international agreements and, moreover, integration schemes, act on the basis of a sober calculation of all their benefits and costs;

3. The preferences of states are not something constant or uniform;

4. The reason for the creation of integration institutions is the reasonable desire of states through the presence of permanent structures to streamline the cyclical decision-making processes of the first and second order and remove the resulting problems of asymmetry of information and interest.

The most unique approach for the European Union is federalism. It was born thanks to the political and scientific activity of a number of European politicians - Jean Monnet, Altiero Spinelli, Robert Schumann and others. According to the idea of the founding fathers of the European Community, the federal structure of the union is the most rational for the states of Europe. According to the idea, this type of integration "will create an effective system of cooperation between federal subjects and the central government." 415 This model was followed by the political elites of the European Community until the end of the 1970s. However, on the other hand, the political reality of the EEC began to differ from the initial forecasts of the main approaches to the theory of integration. Today, the EU is more likely to observe individual elements of each of the approaches described above.

As Teresa Kuhn notes, European integration is primarily characterized by the following characteristics: (1) social stratification, (2) the effectiveness of relationships at different levels of
